North Carolina’s program is called NC SAVAN, the Statewide Automated Victim Assistance and Notification system. VINELink supplies the public search and registration interface. Official state material says NC SAVAN links all North Carolina jails with NCDAC information for prison, probation, and parole. Dare County Detention Center custody events therefore belong in the county-jail branch, while a person serving a state sentence belongs in the NCDAC branch.
That broad coverage does not merge the records. A “no longer in custody” event from Dare Detention speaks to that reporting facility. It may mean bond, court-ordered release, sentence completion, or transfer. If the person moved to NCDAC, another county, federal custody, or ICE, the first alert documents only departure from Dare. The next agency must confirm what followed. NC SAVAN is an alert service, not a certified release record.

A result that says a person left Dare County Detention Center should be paired with direct jail confirmation. Ask whether the event was release to the community or transfer, and request the booking/release entry when a durable record is required. An NCDAC record can show prison or community-supervision status, but it contains no county-jail-only history. Routine calls are generally made from 8 a.m. to 8 p.m. and retry every two hours during calling hours for 24 hours when not acknowledged. Critical release, escape, and capture notices can arrive at any time and retry every 30 minutes for 24 hours. Email status-change notice is sent once. Press 0 for help, translation, or a forgotten PIN.
Dare County SAVAN Exclusions
NC SAVAN has a distinctive local limit that matters in Dare County. The official FAQ excludes people held only at a police precinct or local police facility, people who bond at the magistrate level without ever being booked into jail, and people in juvenile or mental facilities. A person released on bail or recognizance during arraignment may not be treated as “in custody” by the service. A not-found search does not prove the person was never detained, and it does not prove release.
